B-BBEE Certificate Validity: Everything About Expiry and Renewal
A B-BBEE certificate — whether issued by a SANAS-accredited verification agency or represented by a sworn affidavit — is valid for exactly 12 months from the date of issue. This is one of the most frequently misunderstood aspects of B-BBEE compliance, and failure to renew timeously can lead to costly tender disqualifications and supply chain disruptions.
The 12-Month Rule
The Amended Codes of Good Practice explicitly state that a B-BBEE verification certificate is valid for 12 months from the date of issue. The date of issue is the date printed on the face of the certificate — not the start of the measurement period, not the financial year end, and not the date you submitted documents to the verification agency.
Similarly, an EME sworn affidavit is valid for the financial year to which it relates — in practice, this also equates to approximately 12 months from execution, since it is typically signed shortly after the financial year end.
What Happens When a Certificate Expires
On the day after your B-BBEE certificate expires, you become Non-Compliant (0% recognition) for procurement purposes. No grace period is granted in the PPPFA or the Amended Codes, though some organs of state and corporate buyers informally allow a 30-day window for renewal. Do not rely on informal grace periods.
An expired certificate submitted in a tender may lead to: zero preference points, disqualification from prequalification requirements, or outright rejection of the bid as non-responsive if compliance is a mandatory requirement. Always submit a valid, in-date certificate with every tender.
Planning Your Annual Renewal Cycle
Best practice is to align your B-BBEE measurement year with your financial year end, since the scorecard requires audited or independently reviewed financial statements. Immediately after your financial year end, initiate the renewal process with your verification agency. For Generic Enterprises, allow 8 to 12 weeks from financial statements availability to certificate issuance.
Set a calendar reminder 90 days before expiry to initiate the renewal process. For businesses that frequently submit tenders, maintaining a compliance calendar that tracks certificate expiry alongside tender submission deadlines is strongly recommended.
Certificate Date vs. Measurement Period
The certificate will state both the measurement period (typically your financial year, e.g., 1 March 2023 to 28 February 2024) and the certificate issue date (e.g., 15 May 2024). Validity runs for 12 months from the issue date — so this certificate expires on 14 May 2025. The measurement period reflects what year's data was analysed; it does not determine expiry.
Digital and Physical Certificates
Many verification agencies now issue certificates in digital PDF format with digital signatures and QR codes linking to the agency's certificate register for authenticity verification. Some procurement portals require the URL or certificate number to verify authenticity online. Keep both a digital copy and, where required, a certified copy for tender submissions.

Yes. The certificate is valid until its expiry date regardless of when in the year you use it. If your certificate was issued on 1 April 2024 and expires on 31 March 2025, it is valid for any tender submission during that period.
Does upgrading my B-BBEE level require a new certificate?
Yes. If you improve your score mid-year and want to reflect a higher level, you must undergo a new verification. Your current certificate reflects your score as at the measurement date and cannot be amended without a fresh verification.
What if I submitted a tender before expiry but the evaluation happens after expiry?
