The B-BBEE verification process is the formal procedure through which an independent, SANAS-accredited verification agency assesses an entity's B-BBEE compliance and issues a verification certificate. For Generic Large Enterprises and QSEs above certain thresholds, verification by a SANAS-accredited agency is mandatory — self-assessment or certificates from non-accredited agencies are not accepted for government procurement purposes. Understanding the verification process, preparing properly, and choosing the right agency are all factors that influence both the quality of your certificate and the timeline to receiving it.

Choosing a SANAS-accredited verification agency is the first step. The SANAS website (sanas.co.za) maintains an up-to-date register of all accredited agencies, listing their scope of accreditation (Generic Codes, specific sector codes, or both), their contact details, and any conditions on their accreditation. Not all SANAS-accredited agencies are accredited for all sector codes — if you operate in a sector with a sector code, ensure your chosen agency is specifically accredited for that code. Accreditation status should be verified directly on the SANAS register, not solely on the agency's own marketing materials.

Preparing for verification requires assembling a comprehensive evidence pack well before the verification engagement begins. The evidence requirements are extensive and span the entire financial year being assessed. For Ownership, you need certified copies of the share register, the memorandum of incorporation, any shareholder agreements, signed resolutions approving any changes in ownership, and completed owner information forms. For Management Control, you need an organisational structure, Employment Equity Act reports (EEA2 and EEA4), salary schedules, and appointment letters for all management-level employees. For Skills Development, you need the WSP and ATR submissions, SETA receipts, training provider invoices, learnership enrolment agreements, and completion certificates. For ESD, you need the full procurement spend extract, B-BBEE certificates for all suppliers, SD and ED contribution agreements and payment records. For Socio-Economic Development, you need proof of contributions to non-profit organisations or designated communities, including receipts and section 18A certificates where applicable.

Common pitfalls at verification include: expired B-BBEE certificates for suppliers in your Preferential Procurement data (the certificate must be valid as at the date of payment, not just the date of the transaction order), incomplete ownership documentation where share transfers have not been formally registered with CIPC, missing SETA submissions where the WSP and ATR were not submitted due to an internal oversight, and miscategorisation of ESD contributions as SD when they should be ED or vice versa. Each of these pitfalls can result in points being deducted that would have been earned with proper record-keeping.

The verification timeline typically runs from initial instruction to certificate issue in four to eight weeks for a well-prepared entity, and up to three to four months for a complex entity or one with poor documentation. For entities with financial year-ends in December or March — which are the most common in South Africa — there is significant congestion at verification agencies in the first and second quarters of the calendar year. Planning your verification engagement early and ensuring your evidence pack is complete before instructing the agency will compress the timeline and avoid the year-end queue.

Once issued, a B-BBEE verification certificate is valid for 12 months. Entities must budget for annual verification as a recurring compliance cost. The certificate must be uploaded to your CSD profile to ensure it is recognised by procuring institutions. A certificate that exists but is not reflected on the CSD will not earn preference points in many automated evaluation systems. Some institutions also require the original certificate to be attached to bid submissions even if your CSD profile reflects it — always include a copy of your current certificate in every bid submission regardless of CSD status.
