Central Supplier Database (CSD) Registration

The CSD (csd.gov.za) is the National Treasury's centralised supplier registration system. Registration is mandatory for all suppliers to national and provincial government, and most municipalities require it too. Your CSD supplier number must appear on every bid document you submit.

CSD registration requires: CIPC registration documents, SARS tax compliance status, BBBEE certificate or affidavit, company bank details, and director information. Registration is free and processed online. Ensure your CSD profile is kept up to date — expired documents on your CSD profile can result in payment delays even after contract award.

CIDB Registration for Construction Tenders

The Construction Industry Development Board (CIDB) registers contractors and grades them from Grade 1 to Grade 9 (largest). Government construction tenders specify minimum CIDB grades, and you cannot bid for a project above your registered grade.

CIDB grades are based on your company's financial capacity (largest single contract value) and works capability (type of construction). Contractors must renew CIDB registration annually and upgrade through demonstrated financial and works history. The CIDB register is accessible at cidb.org.za.

Professional Body Registrations

Many government tenders in professional services sectors require that key personnel hold valid registrations with relevant professional bodies. Common requirements include:

• ECSA: Engineering Council of South Africa — Professional Engineers (Pr. Eng), Technologists (Pr. Tech. Eng), Technicians
• SACPCMP: South African Council for the Project and Construction Management Professions — Professional Construction Project Managers, Construction Managers
• SACAP: South African Council for the Architectural Profession
• SAICA: South African Institute of Chartered Accountants — for financial management tenders
• HPCSA: Health Professions Council of South Africa — for health sector tenders
• SACSSP: South African Council for Social Service Professions — for social development tenders
• FPI: Financial Planning Institute — for financial advisory services

Sector-Specific Compliance

Certain sectors have additional compliance requirements beyond standard bid forms. Examples include: pharmaceutical suppliers must hold MCC/SAHPRA product registrations; food suppliers must comply with food safety regulations and have valid health certificates; security service providers must be registered with PSIRA; private security companies require PSIRA accreditation; ICT suppliers may need ICASA type approval for certain equipment.

Research the specific compliance requirements for your sector before bidding. Non-compliance with sector-specific regulations is grounds for immediate disqualification and, in regulated sectors, may also constitute a criminal offence.

BBBEE Verification and Affidavits

Your BBBEE status must be confirmed by a valid verification certificate from a SANAS-accredited agency (sanas.co.za lists all accredited agencies) or, for EMEs and QSEs, a sworn affidavit. The certificate must be current — check the expiry date every time you bid.

If your company's BBBEE level has improved since your last certificate, contact your verification agency for an updated assessment. A higher BBBEE level can be the difference between winning and losing a bid on preference points.
